Mark Hellowell is a Senior Lecturer at the University of Edinburgh, where his research focuses on the public/private interface in infrastructure financing and public services. Mark is special adviser to the House of Commons Treasury Select Committee in relation to its ongoing inquiries the use of public-private partnerships in health and other public services. He has also advised multiple international stakeholders in public policy, including the World Bank (on the evaluation of public-private partnerships for hospital services in Lesotho), the International Council on Management of Population Programmes (on private sector engagement strategies for reproductive health in Asia), and MercyCorps (on the operation of the public-private mix programme in tuberculosis control in Pakistan).
