Michael is one of Ernst & Young’s most experienced project finance practitioners, having advised on over 40 projects with a value of over £2bn. After a number of years working in the NHS, Michael spent six years as a civil servant with the Scottish Office where he was responsible for the creation and heading up of the NHS Private Finance Unit for Scotland in 1995. 

Michael has continued to focus on private finance projects in Scotland and has advised on a range of schemes in a number of sectors. He has also been at the forefront of development of the NPD model, having advised on the Argyll & Bute Council schools project, the first NPD deal to reach close, followed by Falkirk Schools, NHS Tayside’s Mental Health Development project, the first health NPD, and more recently, NHS Lothian’s RHSC/DCN project and NHS Dumfries & Galloway’s DGRI scheme.  He is now advising NHS Grampian on their forthcoming NPD project.
